May scouts from any Council take a merit badge class with EPIC Badges?

Yes. All EPIC Badges counselors are registered merit badge counselors and hold current YPT Certifications. Current Scouting America GTA rules allow for any Scouting America registered scout to earn a merit badge from any Scouting America registered merit badge counselor.

Do I need to get my unit leader or scoutmasters signature before registering for a merit badge with EPIC Badges?

You should communicate with your unit leader regarding your plans to complete a Badge. At some point following your completion you will need your unit leaders signature to finalize your blue card.
